buThumping, yeah, but when a car is braking hard, the front bumper would lower several inches. Granted, though, bumpers could be made much safer.

The fault is the US governments. If the NHTSA waould finally force all vehicles to have the same bumper height this tragedy would not, nay could not, have happened. Whose big money is behind unequal bumper heights?
