"College Terrace Rapist" Melvin Carter is one of the nation’s most notorious sex criminals. He has admitted to more than 100 rapes. He now lives within four miles of the SUNY Geneseo campus in western New York State.
Before being caught in 1980, Carter would creep up at night, cut the power and phone lines, and slink inside their residences. He’d slip on surgical gloves and attack his victims, first with a knife and then sexually.
After being RELEASED in 1997, he was kicked out of California.

Also, some quirky court ruling prevents him and many others from appearing on the sexual offender registry! "Carter appeared briefly on the state registry, until a class action lawsuit brought by sex offenders. A judge issued an injunction in 1998 to protect their privacy."
